1. You can wait for the domain to become fully expired, and then register it then. Unfortunately though, somebody else may (probably will if it's a good domain) beat you to it, even if only by seconds, and get the domain for themselves.

2. You can "back order" the domain. What happens when you back order a domain is that you pay a service to try and register the domain on using an automated service after it becomes available. While this doesn't guarantee that you will get the domain (because other people might be trying to back order it too), depending on the particular service, it may be able to increase your chances.
   
   There are a number of such back ordering services offered by various registrars and other entities. Obviously the features and benefits (and chances of getting an expired domain) can vary between them. An example of one such company, is GoDaddy (a well-known registrar) - they offer a domain backordering^† service.
